Not in North Carolina!
"In most states the penalty for an adult who rapes a child is twenty years plus
UNLESS that adult happens to be related to the child—
in which case the maximum sentence could be PROBATION."

On September 23rd, 2002 the

Metcalf-Nesbitt "Close Incest Loophole" bill

was signed into law by N.C. Governor Mike Easley.

"We want to emphasize again the great importance of this legislation, both for North Carolina children and children across the nation."

Thank You for Protecting Children, Steve and Martin!

North Carolina
State Senator
Steve Metcalf
North Carolina
State Representative

Martin Nesbitt

Like many other states, North Carolina's  incest laws created a terrible legal double standard that REWARDED perpetrators for preying on children in their own family.

The Metcalf-Nesbitt bill erased that double standard.  As of December 1, 2002 North Carolina law will protect ALL children equally from child sexual abuse.

Please watch this website and the CARE Act website for news on future efforts to reform America's incest laws and protect all children.

There is much more information available at their site. Please visit and perhaps leave a note of encouragement. Also please visit the CARE Act website. Care Act started the fight to end the barbaric practice of "rewarding (pedophiles)" for their acts.

When you visit the Care Act site a pop-up will appear. Don't be too quick to close it. There is information about the Care Act at the federal level.

"As of Tuesday, November 26, 2002, The CARE Act has not yet been reintroduced to Congress. It is languishing, with no guarantee of moving forward. If you'd like to see it reintroduced, please send an email to Congressman Robert Ney's legislative assistant: brett.palmer@mail.house.gov."
